From 2000-2005, CBA was under
contract to provide program management services for the OnTrac Joint Powers Authority. CBA provided technical and management
support for OnTrac, which is administering the construction of the Orange County Gateway Grade Separation and Trade Corridor
Project. This $400 million effort is part of California’s Alameda Corridor East (ACE) Project. This leg of the corridor
project will grade separate 11 arterial streets from the Burlington Northern Santa Fe Railroad mainline, through five miles
of Northern Orange County.
CBA also directed all project
management for underpasses at two streets and the closure of another on the west-end of the corridor. The project is also
currently in the environmental and preliminary engineering phase for the mid- and east- corridor segments, where the tracks
will be lowered into a trench or separated via standard grade separations.
Additionaally, CBA directed the
design and implementation of a very innovative project, using new technologies, aimed at improving the safety of the rail
corridor and the existing 11 at grade rail crossings in the Cities of Placentia, Anaheim
and unincorporated Orange County. Once these improvements are installed, the use of locomotive air horns at the
crossings will no longer be required, bringing much needed noise mitigation to the thousands of families who reside adjacent
to the rail corridor. Chris and his staff worked closely with the Federal Railroad Administration and the California
Public Utilities Commission to design track safety improvements and rail crossing supplemental safety measures for all 11
crossings. The goal is to create an environment that facilitates the expanding transcontinental rail trade, while maintaining
local safety and quality of life.
